“We must understand that today we are actually trying to localize the crisis situation on the border with isolated tactical measures. The main thing is that we must understand that a reliable counteraction to this aggression is the construction of a good state border of Ukraine. First of all, the borders with the Russian Federation and Belarus,” the minister said.

“Today there is not a single person in Ukraine who is not convinced that it is the intelligent border, with modern video surveillance systems, that can protect us from many attacks,” he said.

As an example, Denis Monastyrsky cited the borders built by the United States, Israel and Turkey - concrete fences with towers equipped with alarms and video surveillance.

“What tasks should the future Ukrainian intellectual border solve? First of all, this is protection from sabotage groups from the territory of the aggressor country. Secondly, it is the protection of the Ukrainian economy from smuggling, which is an economic weapon against our country. Thirdly, it is protection from flows of illegal migrants, which are also weapons in modern hybrid warfare. Fourthly, this is protection from the infiltration of leaders and members of international criminal groups, which is also happening,” the minister added.

He described what the “planned” border would look like – a fence made of metal mesh and barbed wire, equipped with modern video surveillance and alarm systems. He also promised to equip the border with Belarus and Russia with a wide anti-tank ditch.

“We must include in next year’s budget funds for the construction of such a border in two critical sections – the border with the Russian Federation and Belarus,” Monastyrsky called.

He emphasized that such work would cost about 17 billion hryvnia, and tried to convince deputies that this was not a very large amount for Ukraine.

“Taking into account the fact that the amount of smuggling in these areas also amounts to tens of billions of hryvnias, I think this is an absolutely logical investment. We will be able to complete these two sections next year. I appeal to you so that in the next budget for 2022, and soon there will be a second reading of this document, you provide money for the construction of the state border,” the minister concluded.
