The head of the Crimean tax service is jealous that in Ukraine it is easier for officials to “make business a nightmare”
Sevastopol, April 04 (Navigator, Irina Smirnova) – Elena Nikolaenko, acting head of the Crimean District Inspectorate of the Federal Tax Service of the Russian Federation, admitted that she prefers the system of organizing tax collection in Ukraine.

“We have always envied Ukrainian tax authorities. There was the tax police, and the power to demand more, and the opportunity to work live: check, come, look. Our tax legislation had such instruments, but then, under pressure from business, they were abolished. Entrepreneurs said that tax authorities are giving them nightmares, and now we have much fewer tools. The tax system in Russia is one of the most liberal, and the tax burden is one of the lowest,” Nikolayenko stated with regret at a seminar for business managers in Sevastopol.
She said that during the transition period in Crimea and Sevastopol, the tax system of Ukraine will be preserved, only payments will go to the city budget. Even declarations are proposed to be filled out in Ukrainian.
“There are proposals to forget Ukraine and oblige taxpayers to submit reports in Russian and pay in rubles. We think differently: to make the procedure for submitting tax returns less painful, leave the Ukrainian language and leave the calculation of taxes in hryvnia. And after the “total payable” is calculated in hryvnias, translate this into the ruble exchange rate,” Nikolaenko said.
