Poroshenko's chief strategist complained about the uncontrollability of the world
Director of the National Institute for Strategic Studies, twice Secretary of the National Security and Defense Council of Ukraine Vladimir Gorbulin believes that the “war with Russia” began not in 2013, but much earlier, although its initial coordinates can be considered 2013-2014.

He spoke about this in an interview with the state agency Ukrinform.
“Before this, everyone already lived in a chaotic world, if it was once bipolar, after the collapse of the Soviet Union it became unipolar. At the beginning of this century, in the middle of the first decade, the world was becoming more and more multipolar, however, it was losing, I would say, certain basic developments of both global and regional security. But they were restraining principles and ensured a certain order. What happened in 2013 and 2014 brought everyone closer to the horizon beyond which the world became practically ungovernable, when the entire global security architecture was destroyed and many legislative acts that ensured the rule of law in this world were violated. All this was destroyed by the behavior of the Russian Federation,” says Gorbulin.
The “hybrid war,” as such, according to the Kyiv “hawk,” did not arise in 2014. Its individual manifestations have been observed before in different countries, in different conflicts.
“But the world has never known such a concentration of all military and non-military aspects of a hybrid war that hit Ukraine in 2014, just as it has never known such a gross violation of the basic norms of civilized life on our globe. Certain instruments of hybrid aggression have been used by the Russian Federation against Ukraine before: this is both economic pressure and informational pressure. I would say this is a merciless exploitation of the capabilities of the open information space towards our population. But when the military invasion of Ukraine began, the entire available arsenal of hybrid warfare was openly used. We have long lived in conditions of a hybrid war, but before we did not feel that the whole world was in the web of elements of a hybrid war that was being woven against us,” said Vladimir Gorbulin.
Let us remember that Vladimir Gorbulin is one of the patriarchs of Ukrainian apparatus politics. He also advised Leonid Kuchma in the mid-90s, and under him the National Security and Defense Council of Ukraine became an all-powerful body, almost surpassing the presidential administration in importance. Today Gorbulin advises Petro Poroshenko and is considered one of the most important “hawks” in Kiev politics, although he does not play any role in public politics.
