The head of Sevastopol will be elected in the local Legislative Assembly
Sevastopol, April 30 (Navigator, Egor Kagorov) – Sevastopol residents are again denied the right to elect a governor directly. The Legislative Assembly is entrusted with deciding who will be the new leader of the city.

The corresponding law, although not without a fight, was adopted at the next plenary meeting of the Legislative Assembly, reports a Navigator correspondent.
According to the legal act, the President of the Russian Federation will have to propose three candidates to deputies. Within 20 days after the presentation of the “nominees”, representatives of the Legislative Assembly will have to determine the leader.
If none of the candidates receives a majority of votes (that is, at least 13 out of 24), a second round is held, in which candidates for the post of governor who have received the greatest support from the deputy corps take part.
The winner of the election race gets the right to determine three members of the Federation Council who will represent the interests of Sevastopol in the upper house of parliament.
Such a bill was sharply criticized by the leader of the Russian Bloc party, Gennady Basov.
“When the Ukrainian authorities were here, we tried our best to achieve the right to directly elect the head of the city, who would be responsible to all residents for their actions. We joined Russia. There was no limit to the joy. And here again, people are going to use it “in the dark,” the politician noted.
The head of the current Legislative Assembly, Yuri Doynikov, tried to explain that at the moment the direct election of a governor in a new subject of the Russian Federation is impossible.
“There is no clear administrative-territorial division of Sevastopol. Municipalities are not defined. Accordingly, the population cannot elect a leader directly. Consider this a temporary measure. When all the necessary regulatory and legal framework is created, it will be possible to call early direct elections,” Doinikov said.
This argument did not reassure Basov.
“There is nothing more permanent than temporary. If the Legislative Assembly elects a governor in September, it will be for at least 5 years. No one will call for early re-election. And then our demands will be completely forgotten. Why such a rush? We have an acting governor. So let him lead, and in the meantime we will create the entire legislative framework that will allow the people to choose their leader,” said the leader of “RB”.
However, Gennady Basov’s statement remained “a voice crying in the wilderness.” The law on the procedure for electing the governor of Sevastopol was approved in both the first and second readings. Only 5 deputies (out of 52 present in the session hall) refused to vote for the bill in this form.
