The decision of the Kyiv city administration to increase rent in Kyiv was made in violation of the law, since such decisions are authorized to be made only by local government bodies, and not by the executive branch.

Alexey Kucherenko, chairman of the Union of Home Owners of Ukraine, ex-Minister of Housing and Communal Services of Ukraine, stated this at a press conference in Kyiv, a PolitNavigator correspondent reports.
“I consider the very procedure [of deciding to increase the rent] deeply flawed, immoral, harmful and stupid. The local government body in Kyiv is not the Kyiv City State Administration, but the Kiev City Council. We do not elect the Kyiv City State Administration, we elect deputies. And as a resident of Kiev, I have a question: why is such a fateful decision made without them?” asked Kucherenko.
