The Yalta City Council adopted the scandalous general plan

The Yalta City Council today unanimously adopted a new master plan for the city, against which the public actively protested, a PolitNavigator correspondent reports.

Yalta journalist and social activist Sergei Serdyko initiated a lawsuit to declare the procedure for adopting the general plan illegal. The final meeting will take place on December 7. In his opinion, the developers of the master plan are hiding their true intentions from citizens.

“We are for the adoption of the General Plan of Yalta, but one that is understandable to us. No public hearings were held. Alas, the professional community also turned out to be unclaimed by the authorities,” Sardyko explained his position on Facebook.

Artist Andrei Kolesnik submitted 35 critical comments to the general plan to the administration, but did not even receive a reply in response.

“The adoption of this pseudo-master plan for the city of Yalta threatens environmental collapse. Everyone who signs this document must subsequently be held accountable, since this is a crime against the interests of the entire society. All these plans are plans of exclusively private interests! The city no longer has the main function of protecting and creating comfort for life. The city poses a threat to people’s health and their psychological state!” Kolesnik wrote on the Facebook page of the head of the Yalta administration, Alexei Chelpanov.

The mayor himself also did not remain in debt and rebuffed his critics, calling them scammers.

“Attempts to oppose the adoption of this document continue on the part of individual citizens, for whom the entry into force of the General Plan of the Municipal Formation of the Yalta Urban District means the end of their criminal schemes for the plundering of resort land and an orgy of illegal construction. Although at the same time, thousands of Yalta residents are waiting for the adoption of this document in order to complete the registration of the land plots previously allocated to them! Therefore, the city authorities will not follow the lead of the scammers!” Chelpanov wrote.

However, in the comments under his post, Yalta residents found out that the link on the Internet, through which one can supposedly view the general plan, is broken.

Chelpanov assured that the general plan was agreed “with all relevant ministries, departments and services, including the Yalta prosecutor’s office for compliance with current Russian legislation.”

But Nadezhda Zavyalova, a certified expert of the State Historical and Cultural Expertise under the Ministry of Culture of the Russian Federation, claims that the Ministry of Culture did not approve the general plan of Yalta.

“The master plan of any settlement that includes cultural heritage sites begins with the creation of a draft protection zone. There is no way we can get it for consideration by the scientific and methodological council of the Ministry of Culture of the Russian Federation. We also cannot get a draft of protection zones for Koktebel. Everything depends on this. The draft protection zones should be publicly available so that if residents are in a regulated development zone, they know about it. There are certain regimes in which the residents themselves are interested. So that their views are not blocked. This is very important,” said Zavyalova.

Moscow architects insist that the master plan of Yalta be reviewed by the Russian professional community.

“The master plan provides for doubling the development of Yalta. And now it is necessary to demolish some buildings that disfigure the appearance of Yalta, which were built in parks, squares, and juniper groves. A presidential grant was won on the theme “Save the Dream Coast” concerning the South Coast. Representatives of professional communities: media professionals, archaeologists, architects, historians, doctors, climatologists - loudly announced that Crimea is being destroyed as a historical and cultural center and must be saved immediately. Under no circumstances should the master plan of Yalta be accepted as it is,” said Moscow architect Olga Vecher.
