City councils of Crimean resort towns will receive full control over the entire coast

Simferopol, June 4 (Navigator, Astra Yazyka) – Crimean coastal villages will lose their autonomous position. In Greater Alushta, Greater Yalta, Evpatoria, Feodosia and Sudak regions, almost three dozen local councils, which had undivided control of land and property for 20 years, will be abolished.

The State Council of Crimea adopted the law “On establishing the boundaries of municipalities and the status of municipalities in the Republic of Crimea.” The document gives Alushta, Armyansk, Dzhankoy, Yevpatoria, Kerch, Krasnoperekopsk, Saki, Simferopol, Sudak, Feodosia and Yalta the status of urban districts, which includes nearby villages and towns. To a large extent, the changes affected Big Alushta, Big Yalta, Big Yevpatoria, Feodosia and Sudak regions, where administrations will operate instead of village councils.

Thus, in the Greater Yalta region, the Alupka city council, the village councils of Gurzuf, Gaspra, Koreiz, Livadia, Massandra, Simeiz and Foros were abolished. In Bolshaya Alushta, the Partenitsky village council, Izobilnensky, Luchistovsky, Malomayaksky, Malorechensky and Privetnensky village councils are being liquidated. In Evpatoria there are Mirnovsky and Zaozernensky village councils. In Sudak there are Novosvetovsky, Veselovsky, Mezhdurechensky, Solnechnodolinsky, Morskoy, Grushevsky and Dachnovsky village councils. In Feodosia - Beregovoi, Krasnokamensky, Nasypnovsky village councils, Primorsky, Koktebel and Ordzhonikidze village councils.

The administrative reassignment of the coastal settlements of Crimea has been a stumbling block throughout the years of being part of independent Ukraine. Primorye villages and towns participated in the elections of mayors and deputies of the corresponding city councils, but were not subordinate to them and independently managed land and property assets. At the same time, the entire social sphere was provided at the expense of city budgets. As a result, coastal city-regions had no influence on nearby villages, and the mayors of the latter became the undisputed rulers within their administrative borders under the patronage of curators in the central bodies of Ukrainian government.

Any initiative to link local coastal councils to city or district administrations was lost in the corridors of power. For example, the charter of the territorial community of Greater Yalta, designed to develop uniform rules for the structure from Gurzuf to Foros, was blocked by the village councils of Gurzuf and Massandra, as an attempt to interfere in local self-government. The master plan for the region has also been challenged in the courts, despite the fact that there is no actual border between the territories.
