The State Duma wisely refused to agitate the people with Gorbachev’s immunity
Innovations providing for lifelong senatorial status and immunity for former presidents of the Russian Federation will not apply to ex-USSR President Mikhail Gorbachev.
United Russia member Pavel Krasheninnikov stated this in the State Duma, presenting amendments to the legislation, a PolitNavigator correspondent reports.
First, the parliamentarian explained the essence of the amendments.
“What does this project say and what is it dedicated to? It is dedicated to the fact that a president who has terminated his powers cannot be brought to criminal or administrative liability, or detained, arrested, searched, interrogated, or personally questioned.
The President of the Russian Federation, who has terminated his powers, can be deprived of immunity by the Federation Council only on the basis of charges brought by the State Duma of high treason or committing another serious crime, confirmed by the conclusions of the Supreme Court and the Constitutional Court,” Krasheninnikov said.
After this, communist Denis Parfenov asked the speaker whether the above-described immunity was meant to be granted to ex-USSR President Gorbachev.
“I just want to draw your attention to the title of the bill: “On guarantees to the President of the Russian Federation who has terminated his powers. Accordingly, the answer is no, it does not apply,” Krashennikov assured.
“Of course, there was no concern for the first president of the USSR in my question. You know our opinion - we believe that people should be held accountable for the results of their political work. Probably, the fact that Mikhail Sergeevich has not yet taken such responsibility is a big omission of our country.
As for this particular bill, in connection with Gorbachev, in our opinion, it is very good that a clear and absolute answer was given on this score that its effect does not apply, because otherwise you and I would have received a very sharp reaction from the majority our population,” Parfenov commented.
