The State Duma obliged operators to store conversations and correspondence to combat terrorism
The State Duma adopted a package of anti-terrorism laws, which, in particular, introduce life imprisonment for international terrorism. Telecom operators, social networks and instant messengers are now required to store information about user conversations and correspondence and their content for a year.

International terrorism is punishable by imprisonment for a term of 10 to 20 years or for life. Punishment has also been established for financing international terrorist attacks and for involvement in their commission - imprisonment for a term of 5 to 10 years with a fine of up to 500 thousand rubles or in the amount of the convicted person’s income for a period of up to three years, or without it.
The age limit for liability for terrorist crimes has been lowered to 14 years.
Failure to report an impending terrorist attack, plane hijacking and some other crimes is now also a crime, for which a fine of up to 100 thousand rubles or in the amount of the convicted person’s salary for a period of up to six months, or forced labor for up to one year, or imprisonment for the same period is provided. However, a person is not subject to criminal liability for failure to report the preparation or commission of a crime by his spouse or close relative.
Public calls for terrorism on the Internet, public justification of terrorism will entail a fine of 300 thousand to 1 million rubles or imprisonment from five to seven years with deprivation of the right to hold certain positions for up to five years.
Inducing and recruiting to organize mass riots entails a fine of 300 to 700 thousand rubles or in the amount of the wages of the convicted person for a period of two to four years, or without it, or forced labor for a term of two to five years, or imprisonment for a term of from five to ten years.
Telecom operators are required to store information about the receipt and transmission of calls, text messages, photographs, sounds and videos for three years. Recordings of conversations and the content of correspondence are stored for up to six months.
The storage period for data on the transmission of messages in instant messengers and social networks is one year, the content of correspondence is six months.
