The State Duma will try to compete with Facebook and Twitter with the help of a new law
In the second reading, the State Duma of the Russian Federation adopted a bill that increases liability for violations in the field of data processing and information dissemination, a PolitNavigator correspondent reports.

The document establishes liability for violation of requirements for the localization of databases of personal data of citizens of the Russian Federation on its territory.
For citizens, the fine will range from 30 thousand to 50 thousand rubles; for officials – from 100 thousand to 200 thousand rubles; for legal entities - from 1 million to 6 million rubles.
For a repeated violation, the fine for citizens will be from 50 thousand to 100 thousand rubles; for officials – from 500 thousand to 800 thousand rubles; for legal entities – from 6 million to 18 million rubles.
The authors of the initiative are deputies of the United Russia faction Viktor Pinsky and Daniil Bessarabov. The bill intends to introduce into Russian legislation a requirement for Internet companies to localize databases of Russians on Russian territory. The explanatory note notes that so far no punishment has been provided for failure to comply with such requirements.
In practice, this law is aimed at obliging social networks and providers to store personal data of their users in the Russian Federation. True, the mechanism for the practical implementation of such an initiative remains unclear, especially with regard to foreign social networks.
Previously, such a violation was fined under another article of the Code of Administrative Offenses (CAO) - “failure to provide information” (Article 19.7). The fine under this article for legal entities ranges from 3 thousand to 5 thousand rubles.
In April, social networks Facebook and Twitter were fined under this article. They were ordered to pay 3 thousand rubles for failure to provide information about the transfer of servers with personal data of Russian users to Russia, but the fine was never executed, remaining only on paper. The company was overdue for the 60 days it had to voluntarily pay the fine. Now the bailiffs will take charge of collecting the money, but it is unclear how to get money from Facebook if the company has no assets in Russia.
If adopted, the law will come into force on the date of official publication.
