The State Duma took the first step to ban anonymity in Telegram
The State Duma of the Russian Federation adopted in the first reading a law obliging instant messengers to ensure the transmission of messages only to those Internet users who have been identified by SIM card number.

The author of the bill, Deputy Chairman of the Information Policy Committee Marina Mukabenova, said that similar measures are being applied in European countries in connection with the terrorist threat.
“The authorities there have gone far ahead in identifying users. In the UK, authorities require instant messengers to immediately decrypt any correspondence of users they suspect of illegal actions,” Mukabenova said.
She emphasized that the initiative does not introduce complete control, but only provides an opportunity for law enforcement agencies to obtain the information necessary to investigate crimes.
However, according to LDPR deputy Andrei Lugovoy, it is simply impossible to ensure the work of the bill from the technical side.
“The operating principle of messengers does not allow even the owners of the services themselves to disconnect individual users; the vulnerability of this system has not yet been disclosed, so this bill simply will not be able to work in the future,” Lugovoy said.
