The State Duma is considering a bill on mutual social security for citizens of Russia and Serbia
The State Duma included on the agenda consideration of the mechanism of social payments in the country of permanent residence for citizens with dual citizenship of the Russian Federation and Serbia.
The draft of such an agreement between friendly countries was presented by Deputy Minister of Labor and Social Protection of the Russian Federation Andrei Pudov, a PolitNavigator correspondent reports.
During the discussion, the representative of the Communist Party of the Russian Federation Tamara Pletneva noted that she loves Serbia and considers it a friendly country, but still a separate one.
“If our people were sent there to work, then they must return home and receive a pension at home; if the Serbs worked for us, then they should do so there. Why did people leave and we have to pay pensions? This applies not only to Serbia, but also to many other countries. We can’t figure it out with our people, tell me why this is being done?” Pletneva asked the initiators.
“The very subject of the agreement is that we pay proportionally. That is, for a citizen of the Russian Federation who has worked part of his work experience in Serbia and returned to Russia, this draft agreement will allow him to receive our pension and receive a Serbian pension for his work experience there. That is, the meaning of the agreement is that it is not a territorial principle, but a proportional one, this is the mutual responsibility of the parties, and with this agreement we are precisely disincentivizing citizens to remain living there,” Pudov explained.
“We are creating a mechanism where you can pay a pension in your country of permanent residence. This also applies to the side in which he also earned his rights. That is, now Serbia, under this agreement, will transfer part of the pension that a person earned while working in Serbia,” he added.
