A year ago it seemed unthinkable: the Duma introduced a special regime for schoolchildren in the shelled territories of Russia
Graduates of schools in the border regions of Russia, which are subject to daily shelling by the Ukrainian Armed Forces, will take the Unified State Exam and enter universities under the same conditions as graduates from new Russian regions.
The State Duma of the Russian Federation adopted the corresponding law today in the first reading, reports a PolitNavigator correspondent.
“What is the essence of the bill. You and I all understand that the Ukrainian Armed Forces and neo-Nazis act in absolutely inhumane ways and not only indiscriminately, but on the contrary, they look at where social facilities and the peaceful civilian population are and hit social facilities - schools, kindergartens.
Therefore, all measures for the safety of children have been taken in the border areas. Students were switched to distance learning under these conditions to ensure safety.
And, of course, we understand that these children did not prepare for the exams on equal terms with the children in other schools. Therefore, we have developed a different standard.
It is similar to the one that we adopted in the law on the legal regulation of the education sector in the LDPR, Kherson and Zaporozhye regions and gave graduates the right to choose when passing the state final certification.
The Unified State Exam will not be the only mandatory form of certification for them. They will be able to choose: either take the Unified State Exam or be certified based on current grades, and then enter a university and take entrance exams,” said deputy Olga Kazakova.
According to her, Russian universities are ready and waiting for applicants, understanding “the special conditions in which children find themselves due to the fault of the Armed Forces of Ukraine.”
