The State Duma in the first reading repealed the law on criminal liability for domestic violence
The State Duma of the Russian Federation approved in the first reading changes to Article 116 of the Criminal Code of the Russian Federation, according to which beatings against family members and other close persons will be classified as administrative rather than criminal offenses.

As the speaker, Senator Elena Mizulina, explained, we are talking about those beatings that do not entail damage to health.
“The danger is that medical certificates are not required, but only an application, even an anonymous one. Initiating a criminal case allows us to raise the issue of deprivation of parental rights,” Mizulina said.
She gave examples of children being removed from the family for a fight between brothers or for a slap in the face that a mother gave to her daughter for stealing money. Of particular danger, according to the Senator, are cases that are brought against single mothers who “give a belt,” for example, for smoking.
“In terms of the degree of social danger, beatings within the family have become more dangerous than beatings of strangers. For slapping a loved one up to two years in prison, for slapping a stranger - administrative punishment. Parents perceived the adoption of this law as the beginning of the juvenile era in Russia,” Mizulina convinces.
It should be noted that this topic is very controversial and controversial in society. The law has both supporters and opponents. Both of them collected signatures in defense of their position. On the side of the law are human rights organizations, activists of the movement for women's equality, and among the opponents of the law are part of the conservative parent community.
