This was stated by the head of the Duma Committee on Budget and Taxes Andrei Makarov.
“This is a common sense budget, within which it was possible to balance the interests of the economy, the protection of people, the development of civil society, and the country’s defense capability,” Makarov said.
Financing of the state program “Development of Education” will be increased in 2018 by 10 billion rubles, in 2019 – by 8 billion, and in 2020 – by more than 6 billion. 400 million rubles will be allocated annually for equipping children’s art schools, 4,6 billion – for the provision of public services in the field of higher education.
In 2018, 4,9 billion rubles will be spent on connecting medical organizations to the Internet, and in 2019 and 2020 – 5 billion rubles each. An additional 2,5 billion rubles will be allocated for the development of culture and tourism in 2018, 7 billion in 2019, and 3,5 billion rubles in 2020.
“Real growth in wages and support for non-profit organizations is beginning. Tens of billions of rubles are allocated to regional social infrastructure facilities as part of the second reading. These include hospitals, schools, a huge number of sports and social facilities that people really need,” Makarov said.
He believes that the country's main financial document turned out to be balanced.
“This is a balance of not only income and expenses, but also interests. Stop measuring in billions of rubles. It is necessary to measure it in the quality of services and real indicators that determine the country’s competitiveness and the quality of life of people,” the deputy concluded.
