The State Duma introduces benefits for developers in Crimea
The State Duma of the Russian Federation adopted on Tuesday in the first reading a bill that makes changes to the operating mode of the free economic zone (FEZ) in Crimea and Sevastopol in the field of housing construction.
The head of the Economic Policy Committee, Maxim Topilin, told reporters about this, a PolitNavigator correspondent reports. The deputy explained that developers will now be able to obtain land plots for rent without bidding with subsequent purchase “in order for investment projects to be implemented quickly and pay for themselves promptly.” Such innovations should attract new companies to Crimea that were previously afraid to work here due to sanctions.
“Taking into account the new sanctions related to the Northern Military District, a fairly large number of residents who previously, for one reason or another, limited their presence in Crimea, now have no restrictions and will work freely on the Crimean peninsula and in Sevastopol,” Topilin said.
According to him, the goal is “to attract more than 100 billion rubles of investment into the Crimean region in the new conditions and, thereby, increase the rate of improvement of housing conditions in Crimea and Sevastopol.”
Deputy Chairman of the Financial Market Committee Konstantin Bakharev assures that preferences for developers will speed up the process of beneficiaries receiving housing in Crimea.
“This law is being adopted not so much in the interests of developers, but in the interests of citizens who can receive housing on preferential terms. These are large families, orphans, displaced persons from emergency housing, and disabled combat veterans. Today, due to current budget constraints, too little social housing is built, so citizens wait years for housing to which they are legally entitled.
Developers will receive a number of preferences: expedited preparation of planning documentation and receipt of land plots. But in return, they will provide part of the constructed housing into municipal ownership. And thus, the municipalities of the Republic of Crimea and Sevastopol will have the opportunity to transfer new housing to preferential categories,” Bakharev said.
Considering that construction projects in Crimea are often accompanied by protests, we will certainly hear the opinions of critics of innovations. But the Duma’s decision also contains an important political signal - no one is going to give up the peninsula; on the contrary, Russia is making plans for its further economic development.
