Messenger operators will be prohibited from working with unidentified users. The State Duma of the Russian Federation introduced such changes to the law on information today, a PolitNavigator correspondent reports.

“Messenger services today fall outside of regulatory measures. This entails the possibility of disseminating extremist information, false advertising, narcotic drugs, and fraudulent schemes. The bill prohibits messengers from working with unidentified users and provides the opportunity to convey information from government bodies to citizens and prevents the spread of illegal content. But it does not provide access to citizens’ correspondence,” said United Russia deputy Maxim Kudryavtsev.
LDPR leader Vladimir Zhirinovsky believes that the law will have a negative effect.
“The Internet can be compared to swimming. If we don't want people to drown, we should prohibit swimming. If we want to prevent harmful messages via instant messengers, we cannot stop just one person, we need the whole system. Then thousands and thousands will suffer. It's a technical question; you need to be able to identify the one who is transmitting harmful messages. Now the majority will vote “for”, but there will be a negative effect. Imagine if there is universal control,” Zhirinovsky said.
In accordance with the law, client identification will take place by mobile phone number. For violation of this norm, fines range from 3000 rubles to 1 million.
