The State Duma declares the inadmissibility of NATO expansion
The Russian State Duma expresses concern about the deployment of American anti-missile systems and the strengthening of NATO's presence in Europe. The Duma Committee on International Affairs prepared a corresponding appeal to parliamentarians of NATO member states, the OSCE Parliamentary Assembly, as well as to deputies of Serbia, Montenegro, Bosnia and Herzegovina and Macedonia.

“We propose to use the opportunities of parliamentary dialogue to find solutions that would help ensure uniform and indivisible security throughout the continent,” said the initiator of the consideration of the issue, Deputy Speaker Sergei Zheleznyak.
“Deputies of the State Duma are seriously concerned about the policy of drawing Montenegro into NATO, which is causing a split in Montenegrin society and creating a high degree of socio-political tension in this country. In order to prevent further development of the situation in Montenegro according to the most unfavorable scenario, deputies of the State Duma urgently call on parliamentarians of NATO member states to realize the dangerous consequences for European security in the event of ratification of the protocol on Montenegro’s accession to NATO of May 19, 2016 and to support the demands of the largest opposition forces of Montenegro to hold a national referendum, allowing the citizens of this country to make a free choice of their future.
Deputies of the State Duma welcome the initiative of a number of Balkan politicians to create the so-called Balkan non-aligned union with the participation of Serbia, Montenegro, Macedonia, Bosnia and Herzegovina as neutral sovereign states, designed to become the basis of the regional security architecture.
In a situation where the NATO leadership is trying to justify the meaning of its existence by escalating confrontation with the Russian Federation, deputies of the State Duma consider it necessary to join forces with foreign colleagues to overcome dangerous trends that could lead to military-political confrontation,” the State Duma statement says.
