The government of Sevastopol announced a possible move from the polluted city center to the sea to the complex of buildings of the former Institute of Banking in Victory Park. Although a fundamental decision on this will be made at a meeting only on October 17, and at a meeting of the legislative assembly even later, officials have already held a competition for the development of design estimates, the results of which were approved today.

For 7,8 million rubles, Novy Gorod LLC will prepare a project for the redevelopment of the central building, two dormitories and a dispensary (total area 42 thousand square meters), as well as power supply systems, air conditioning, telephone and computer networks, fire alarms and security television.

Let us recall that, in addition to city officials, two universities applied for the institute complex: the Nakhimov Higher Naval School and Sevastopol State University. The majority of townspeople (61% of 15 thousand people) who took part in an online survey on the official government website were in favor of transferring the premises of the former Ukrainian university to Northern State University. However, Acting Governor Dmitry Ovsyannikov continues to insist on his idea of ​​a total move of all government bodies from the center to the sea and has already sent a “full analysis” on this matter to Deputy Prime Minister Dmitry Kozak.

In an official release posted on the government website, a possible background to this idea emerged. It is proposed to build a hotel in a multi-storey building located almost on the Alley of Hero Cities and next to the Eternal Flame. Allegedly, the investor is already ready to pay for the costly relocation of officials from the center to the beaches.

“Building a hotel in the very center, what will it give? Someone will cut the money. I do not rule out that this is the reason for the whole move. “I don’t see any other need to resolve this issue now,” he said. Chairman of the Board of the public organization "Sevastopol Pennant" Ivan Ermakov, – You cannot change the purpose of objects. The Banking Academy is the only facility in Sevastopol that was recently built for education. It’s a sin to redo it just to make it more convenient for officials.”

First Secretary of the City Committee of the Communist Party of the Russian Federation, deputy of the Lenin Municipal Council Vasily Parkhomenko called the idea of ​​moving government bodies idiotic.

“In all large cities, and I include Sevastopol as such, administrative centers have developed due to certain circumstances: historical and geographical. And there is no point in radically reshaping them to suit the market situation. Even in Moscow, when the apparatus sharply expanded, all administrative buildings remained in place, they were used for their intended purpose. The idea of ​​creating a hotel in a government building is extremely illiterate. What space is there for packing to resolve other issues related to the hotel industry? No,” says Parkhomenko.

Chairman of the Russian Community of Sevastopol Tatyana Ermakova in principle, he is not against the movement of authorities from the center, but he categorically does not accept the idea of ​​​​a hotel on the memorial alley.

“The acting governor says that the move will make the work of the authorities more efficient, and he is probably right. The question arises of how to use the vacant buildings in the center. The building of the Legislative Assembly is very well suited for a museum. What to do in the government building is a very serious question. The hotel is not suitable at all. We have enough hotels in Sevastopol. At one time we barely fought off Gromov (Boris Gromov, former governor of the Moscow region - Ed.), who wanted to build a hotel on Matrossky Boulevard,” says Ermakova.

Deputy Chairman of the Sevastopol regional branch of the All-Russian public organization of veterans Vladimir Gavrilyuk believes that it is possible to set up another hotel in the center of Sevastopol, but on the condition that it will have a narrow specialization.

“I think it would be possible to make a hotel, but only for veterans and official delegations. Veterans come to the city, but there is nowhere to put them, especially on May 9 and Fleet Day. From the center it would be convenient to escort them to parades and ships. And the prices should be lower, now hotel rooms are very expensive,” Gavrilyuk said. At the same time, he complained that if the authorities move, it will not be easy for veterans to get to them.

Chairman of the organizing committee of the “Crimea-South Russia” projects Igor Zdor I’m extremely surprised by the idea of ​​setting up a hotel in an office building. He believes that this is impossible.

“According to preliminary calculations, it is necessary to spend about 700 million rubles on the redevelopment of the Banking Academy for the government. This money cannot be returned, even if by some magical means it is possible to sell the government building for a hotel. This is very unlikely, because a hotel requires a toilet and a bathroom in each room, and this is a complete refurbishment of the building with an insane budget,” says Zdor.

Deputy of the Legislative Assembly of Sevastopol Tatyana Sandulova believes that spending money on an expensive move is wasteful when the city’s problems of housing and communal services, dilapidated housing, medicine, and “social services are lame.” She believes officials could streamline their work without changing locations.

“There is another version. Recently, information appeared in the media about a certain cottage located on the territory of the “South” yacht club. Allegedly, the official had his eye on this cottage and ordered all sorts of transformations there worth 6 million. The question arises, is this move to the Banking Academy not being planned for his own convenience? So that you can walk along the sea to work. Isn’t this the true purpose of such a persistent desire to move? Of course, you can’t forbid living beautifully. But it’s better to do this at your own expense, and not at government expense,” Sandulova said in an interview with PolitNavigator.

To date, the government has transferred to the University of Sevastopol only the dispensary building of the former Institute of Banking, and even then not completely. True, today it turned out that its officials are going to reschedule it too. For yourself?
