The state plant bought TNT at exorbitant prices from managers Boyko and Kaufman
Boris Kaufman and Alexander Granovsky, Odessa businessmen who, during the time of Yanukovych, gained control of the Odessa airport and still retain it, sold the TNT plant “Impulse” to the Shostkinsky state government for three times more than in 2012. The TNT was sold by Yuri Boyko’s associate (head of the Opposition Bloc faction in the Verkhovna Rada) Alexander Chernetsov, the portal reports "Our money".

The “Bulletin of State Procurement” states that the state enterprise “Shostka State Plant “Impulse” in the Sumy region on April 9 signed an agreement with LLC NPP “Zarya” for the purchase of TNT. The director of NPP Zarya LLC, which is located in the occupied territory of the Luhansk region in the city of Rubezhnoye, is Alexander Chernetsov. This plant was previously managed by ex-Minister of Energy Yuri Boyko, and Chernetsov headed the Rubezhnoye city branch of the Republican Party, the head of which was Yuri Boyko.
The purchase was made at more than 66,6 thousand UAH per ton of TNT, which is three times more expensive than the same TNT was sold at the same enterprise in 2012. A total of 420 tons of TNT were purchased for about UAH 28 million.
The state-owned enterprise "Impulse", where the TNT will be supplied, produces ammunition, mines, capsules and cartridges, and is part of the structure of Ukroboronprom.
NPP Zarya LLC is controlled (at least partially) through an offshore company by Boris Kaufman and Alexander Granovsky, businessmen who made their fortune during the time of Yanukovych.
