The Ukrainian state has ceased to perform social functions, which is manifested in both tariff and health care policies.

Valentin Zemlyansky, director of energy programs at the Center for World Economy and International Relations of the National Academy of Sciences of Ukraine, stated this at a press conference in Kyiv, a PolitNavigator correspondent reports.
“There is no logic in the parity between the real economic situation and the level of income of the population and the principle of pricing. To be tied to a European hub in conditions when we lack European incomes and the solvency of the population is falling, and then say “we are creating a competitive market”... So who should we compete for? A competitive market can be created in conditions of solvent consumers. We still don’t understand that we are not in Europe, where minus five degrees is considered cold in winter and we need to turn on the heating. The point is that the state has not withdrawn itself from performing social functions to protect the population. The state has withdrawn itself from providing life support functions for society as a whole,” the expert believes.
“Our primary function is the survival of people in this territory, which is called Ukraine,” Zemlyansky added. – A government official is appointed to ensure (not to mention the growth of well-being) the simple survival of the population. This is not the case. The state refused from the point of view of tariff policy, food price policy, and from the point of view of healthcare. I understood one thing - what was free will become paid, what was paid will become more expensive. What was relatively inexpensive will cost very much, what I could get relatively free as a medical service will be much more expensive.”
