The current composition of the Kyiv City State Administration has a strong lobby of developers. These people are mainly from the UDAR party, for example, the first deputy chairman of the Kyiv City State Administration Igor Nikonov, noted the coordinator of the Forum for the Salvation of Kyiv movement, Vitaly Chernyakhovsky.
“These people came up with this scheme: at the request of some citizens, land plots are allegedly allocated for development for ATO participants,” he says. - Moreover, these are forest areas. There are currently no empty plots in Kyiv. They build either between houses (the so-called compact construction), or in parks, etc. And Klitschko, without hesitation, allocates a site in the Bykovnyansky forest where construction is prohibited,” the social activist believes.
ATO participants are unlikely to be able to build houses on the received plots, but soon officials will be able to buy the land at a bargain price.
“Let's see who is fighting in the East? These are low-income people. They are paid about 4-5 thousand UAH. They can’t afford to pay for construction,” says Vitaly Chernyakhovsky. In his opinion, the authorities “donate” them plots for one purpose – to buy them later for commercial construction.
Despite the Maidan, the government in Kyiv has not changed for the better. Many deputies remained in their places. In particular, Anatoly Karpenko, a deputy from the UDAR party, who owns a market in Troyeshchyna, is in Kievrada for the fourth time. “There are people there who have gone through fire, water and copper pipes. For example, member of the Land Commission Lyudmila Zakrevskaya... She lobbies for illegal development and is the owner of an advertising business. The fact that the same people sit in the Kyiv City Council year after year is not normal,” Vitaly Chernyakhovsky is convinced.
This is just the beginning, says Veronika Ageeva, head of the public committee for the preservation of the Belichansky Forest. She said that the deputies do not intend to return to the previous purpose the areas of green space illegally allocated in recent years.
“I was at the last meeting of the investigative commission of the Kyiv City Council, which investigated the illegal allocation of forest plots. I am shocked by the approach of deputies to reviewing decisions on the allocation of these sites. They want to either leave them to tenants or sell them at auction - they need to fill the budget. But, in this way, Kiev residents are deprived of green areas, this is a crime. Kyiv does not have a reserve of land for development. The city suffers from dense development and is losing land zones. Deputies do not think about the environment, about the health of Kiev residents, they only think about money,” said the social activist.
