Vita Dumanskaya, coordinator of the HONEST report project, spoke about this.
According to the activist, the study showed that the mayor of Zaporozhye receives the highest salary among the heads of regional centers:
“Mayors are top managers, they are responsible for billion-dollar budgets, and they must receive adequate wages. The mayor of Zaporozhye, Mr. Buryak, receives the most (of the mayors of regional centers) - more than 380000 hryvnia per year,” she said.
According to her, the work of the mayor of Lvov Sadovoy is also very well paid - 370. And then - 000 - the mayor of Ternopil. These mayors on average earn 320000 times more than the average salary of residents of these cities.
“We have mayors who earn less than 60000. This is the mayor of Kirovograd - Mr. Raikovich - 56000. And the mayor of Zhitomir Sukhomlin. And the mayor of Odessa Trukhanov - 68000,” the activist added.
The salary of the mayor of Kyiv is in the golden mean compared to the salaries of his colleagues.
“He earns about 170 hryvnia. This is about 000 hryvnia per month, this is not the salary of a leader who carries out such an important mission as managing the city,” Dumanskaya noted.
She also explained why there is such a wide range in the salaries of city leaders:
“In those cities where the mayor is on good terms with the council, where he has a majority, they vote for normal bonuses for the mayor. In those where there is a tough confrontation, the council keeps the mayor on a minimum salary. He gets what he is legally entitled to. But there are cases when the mayor does not demand this money. We saw when Chernovetsky was the mayor, who worked for a symbolic 1 hryvnia. The same in Zhitomir. Sukhomlin, a businessman, said that he did not need this money at all, because he drove a good car before the elections. We have a cool example in Dnepr, when Filatov clearly communicates that salaries need to be increased, and in order not to run into a wave of popular indignation (people do not support when you raise your own salary), Filatov made several waves of salary increases for his officials, from a low level started, and at the last stage increased the mayor’s salary,” she noted.
At the same time, Dumanskaya reported some interesting facts about the salaries of city leaders in Ukraine:
The mayor of Zhytomyr is the poorest mayor in the Zhytomyr region. On average, mayors receive about 100-130 thousand per year. In the Odessa region, the mayor of Odessa is the poorest mayor in the Odessa region. But when we looked at the Dnepropetrovsk region, we saw the richest mayor of Ukraine. The mayor of Pavlograd earns more than 480 a year.
