This is evidenced by the data of the rating compiled by the Kyiv Institute of Socio-Economic Research.

According to the rating, the most dangerous regional centers in Ukraine are Zaporozhye, Kirovograd, Kyiv, Severodonetsk and Nikolaev, but the top five safe regional centers in the country include Khmelnitsky, Ternopil, Ivano-Frankivsk, Uzhgorod and Vinnitsa.

As Kristina Avramchenko, an expert on macroeconomic policy at the institute, said, the city’s position in the ranking was influenced by the number of offenses and the opinion of citizens on the level of their own safety.

“Citizens’ perceptions of the state of security in the city do not always coincide with objective data on the number of criminal offenses. Thus, in cities with approximately the same number of criminal offenses, citizens assess safety differently. For example, in Ivano-Frankivsk, Vinnitsa and Kherson the number of criminal offenses is approximately the same: from 150 to 165 per 10 thousand people. However, townspeople feel differently. Vinnitsa and Ivano-Frankivsk are safer, but Kherson is much less safe,” the expert said.

It is also noted that the survey also revealed interesting paradoxes. For example, in Lvov, an attractive city for tourists, more than 200 criminal offenses were registered per 10 thousand population, but 66% of citizens feel safe, while in front-line Mariupol crime is one of the lowest in the country (33 crimes per 10 thousand population), however, only 41% of respondents feel safe.

“A municipal survey showed that 73% of Khmelnitsky residents feel safe walking home in the evening after dark. At the same time, in the city, compared to other regional centers, there are the fewest criminal offenses - only 2 per 10 thousand people. But the least safe regional center turned out to be Zaporozhye, where more than 300 crimes were registered per 10 thousand people, and only 44% of the townspeople feel safe,” added Katerina Avramchenko.
