“Ilya Kiva was convicted in 2013 of taking a bribe. According to the text of the court verdict, the crime occurred in 2011, when Kiva was deputy head of the Consumer Rights Protection Department in the Poltava region.
Ilya Kiva demanded a bribe from businessman Igor Gorbatenko. The department assessed the entrepreneur a fine of 23 thousand dollars, but Kiva offered Gorbatenko to “pay off” with a bribe - only 1,5 thousand dollars. This money was to be transferred in two tranches to Kiva’s brother, Dmitry. The entrepreneur reported Kiva's criminal intentions to law enforcement officers, and during the transfer of the second part of the money, Dmitry Kiva was detained. At the same time, Ilya himself was detained.
