“We have confidential information that Groysman’s government will try to “push” this bill through in the next plenary week virtually without discussion, ignoring the opinion of the relevant committee on social policy, and to pass the law immediately in the first and second readings, and in general - not to allow an opportunity for people’s deputies to make changes to these anti-social laws,” he said.

According to Oleg Pendzin, director of the Economic Discussion Club, the “reform” will hit both those working inside Ukraine and migrant workers.

These people definitely do not fall under the Ukrainian pension system, although the government leaves the possibility of purchasing additional insurance coverage by paying 17 thousand hryvnia for the year,” the economist noted.

“Not only forty-year-olds will not receive any pension, but also those who are now 50-60 years old. At all. They will not have a pension. The only thing they can claim even after reaching the age of 65 is 50% of the subsistence level. And nothing else. Because in this package of laws, in order for a person to have the right to a minimum pension, the term “insurance period” is used. The insurance period in Ukraine has existed since January 1, 2004. Before this, this concept was absent from the legislation... Therefore, in 2018, even those who have worked absolutely legally all these years have 14 years of insurance experience. Therefore, in order to be entitled to a minimum pension, they will need to work for another 11 years and receive a pension, respectively, in 2029,” added Public Security Fund expert Yuriy Gavrilechko.

“But, since the law provides for a gradual increase in the number of years of insurance experience required to receive a minimum pension, and already in 2028 this norm is 35 years, then those who are now 59 years old, and who could count on receiving a pension next year, will be able count on it only in 2039. Until this moment, at best, they will have a social payment - 50% of the subsistence level. And nothing more. For which I congratulate everyone,” he stated.

Gavrilechko believes that if the “pension reform” is approved, there is no point in citizens paying contributions to the pension fund; it is more profitable to put this money in the bank.

“There is no economic sense in paying the state a penny for those who are now 40 years old or younger. Every time you pay taxes, you are simply stealing money from your pocket, from yourself and your children, and any other heirs you have,” the expert said.
