Groysman proposed to the Rada to legalize secret prisons of the SBU
The Cabinet of Ministers proposes to the Verkhovna Rada to allow the SBU to detain prisoners in their own pre-trial detention centers, which still exist, but secretly.

The ministers propose to amend the laws “On Pre-trial Detention” and “On the Security Service of Ukraine”, by which they want to allow the SBU to hold in their own detention centers those suspected of administrative violations.
As was previously known, the SBU did not have such powers. If the bill passes, the intelligence service will have the right to have its own pre-trial detention centers. In addition, the heads of the SBU will be able to issue permits to conduct special operations in detention centers using light and sound distraction devices, water cannons and other technical means.
Let us recall that in June 2016, the UN prepared a report on abuse and torture in the secret prisons of the SBU in Ukraine. There, in particular, they talked about the secret detention centers of the SBU. After this, it became known that before the UN visit, 13 people were released from secret SBU prisons. Human rights activists talk about five more prisoners.
Whether it is proposed to legalize the torture of prisoners in them along with the secret prisons of the SBU, the Cabinet of Ministers is silent.
