The communist governor showed the best results among the regions of Siberia
The Irkutsk region took first place among 12 Siberian regions in the ranking compiled by the Center for Regional Policy Development. The authors of the study admit that one of the success factors was the personality of the regional governor, communist Sergei Levchenko.
“An economic model with elements of a planned economy and an emphasis on state participation in investment projects makes it possible to realize the potential available in the region. The role of the head of the region is the ideologist of the “Baikal Model”, who acts as a driver of regional development,” says the commentary on the rating.
It is indicated that Levchenko adopted management methods of the late Soviet Union and modern market models.
“In general, this approach has already proven itself, showing solid growth in the regional economy in the Irkutsk region, even at the level of the all-Russian financial crisis. For the second year in a row, the Irkutsk region is increasing its growth rate,” the commentary says.
Over the past 2017, the index of industrial production in the Irkutsk region grew by almost 3%, the gross regional product grew by 6,3% over the year. Since 2015, regional budget revenues have increased by 30 billion, amounting to 142 billion rubles. The national debt has decreased by almost 2,5 billion rubles in two years.
“Unlike the neighboring Krasnoyarsk Territory, where all efforts are concentrated on the extraction and processing of minerals, as well as their transportation, the Irkutsk region is implementing a number of investment projects in production: woodworking, cellulose, pharmaceuticals, metallurgy, etc.,” the statement says. comments.
Analysts of the Center recommend introducing the “Baikal model” in neighboring regions located in the sphere of influence of the lake - these are the Republic of Buryatia and the Trans-Baikal Territory.
Ilya Paimushkin, head of the Social Communications agency, points out that the increase in the gross regional product of the Irkutsk region is five times higher than the Russian average. The Irkutsk region took 9th place out of 85 in the ranking of the socio-economic situation of the constituent entities of the Russian Federation.
“The Irkutsk region managed to prove that the strategy it formulated is quite workable, and that it can be adapted to other Russian territories, taking into account local specifics. The key feature of the notorious “Baikal model” is the ability to mobilize income and reorient regional budgets from the interests of large businesses to the interests of ordinary citizens. The model is based on the principle of efficiency - every budget ruble should work,” Paimushkin said in a comment to the National Expert publication.
