The governor of Sevastopol did not listen to Valentin Matvienko
The Sevastopol City Court today dismissed the case on the claim of the head of the Sevastopol branch of United Russia, Boris Kolesnikov, against the speaker of the Legislative Assembly of Sevastopol, Ekaterina Altabaeva. Previously, the party leader sued the speaker in the Leninsky District Court and lost; the city court was already considering the appeal.

The consideration of another appeal - based on a claim against the same Altabaeva from the Governor of Sevastopol Dmitry Ovsyannikov - was postponed by the city court until September 7.
“We are postponing the consideration of the case because we invite the parties to once again assess the situation, try to find a way out of the disagreements - somehow solve it, in a word. I propose to try to reconcile, and if the parties do not find a common language, then we will consider on the merits,” said Judge Vyacheslav Babich, thus putting himself on a par with the Speaker of the Federation Council of the Russian Federation Valentina Matvienko and Secretary of the General Council of United Russia Andrei Turchak.
The heads of the branches of Sevastopol government have been reconciled by respectable federal leaders for several months now, but they cannot reconcile. Evidence of this is that both appeals were not withdrawn, although their authors were asked to settle the conflict.
Why does Ovsyannikov ignore the opinion of official Moscow? Two possible explanations arise. First: the Sevastopol governor is patronized by someone so influential that he can afford to ignore the admonitions of Matvienko and Turchak.
The second option: Ovsyannikov simply does not understand that now is not the time or place to satisfy petty pride, and therefore continues to drive lawyers and vassal Kolesnikov through the courts.
Unfortunately, the content of the claims against Altabaeva makes us lean towards the second version. The story began in December last year, when Ovsyannikov had a conflict with the legislative assembly over the region’s three-year budget. The situation was eventually resolved in the interests of the governor, but the discussions took place live at a meeting of the legislative assembly.
The intelligent Altabaeva conducted an argument more worthy of a young, unrestrained technocrat, and he cannot forgive her for this.
Ovsyannikov is trying to blame the speaker for not convening an extraordinary meeting at his request. However, the issues proposed by the governor were considered at the next meeting. The absurdity of the claims forced first the prosecutor's office, and then the courts, to ignore Ovsyannikov's complaints.
“Such disputes should not be resolved in court. Political discussion should take place in public forums. The court probably got tired of watching political discussions and asked the parties to somehow try to reach an agreement. We will wait,” this is how Elena Bliznyuk, a representative of the legislative assembly, commented on today’s court decision to the “Notes” publication.
