Human Rights Watch accused Kyiv of using banned cluster munitions in Donbass

An international human rights organization has accused Ukrainian government forces of using banned cluster munitions indiscriminately in the Donbass. This is stated on the official website organization.

“Practice shows that Ukrainian government forces used cluster munitions in the city of Lugansk,” the organization said in a statement.
The Organization for Security and Cooperation, during a special monitoring mission to Ukraine, reported that observers from the organization found explosive remnants of cluster munitions in the Artyomovsky residential area of Lugansk. Civilians died from shelling.
The OSCE mission identified the weapon as cluster munitions of the Smerch missile system. These missiles are “intended to destroy manpower and unarmored vehicles in concentration areas.” Each missile includes 72 submunitions.
“Available information suggests,” Human Rights Watch said, “that government forces are responsible.” The mission determined that the missiles came from the north-northwest, from territory controlled by Kyiv forces, consistent with photographs published on social media immediately after the attack.
“It is alarming,” writes Human Rights Watch, “that Ukraine is still using cluster munitions, given the international condemnation of their use. Journalists documented the presence of cluster munition remnants last July and during a Human Rights Watch field mission. It was documented that the weapons were used in urban and rural areas by government forces..."
