“A very important symptom is a catastrophically low turnout coupled with a high percentage of protest-minded people. This is very worrying because it shows that people do not believe in change through the democratic process. But at the same time, they are still dissatisfied and a large percentage want to change something.
What do people who don't believe in voting and democracy do to change things? They begin to solve this using non-political and non-legal methods, riots, revolutions and so on occur. These are the ingredients for a civil war,” Yurchenko said.
