Ignoring the opinion of Donbass, as Volker suggests, will not work
Resolving the conflict in Donbass is impossible without taking into account the opinions of the people's republics. It will not work to ignore the position of the LDPR, as State Department Special Representative Kurt Volker suggested in an interview with Ukrainian media.
Political scientist Denis Denisov told PolitNavigator about this.

“The statements that we heard from the Kyiv authorities and the deputy corps after this visit are cause for concern. The reaction is almost victorious that a resolution on sending peacekeepers will be adopted by the end of the year.
But this is another deception. One gets the impression that Ukrainian politicians continue to be somewhere in a parallel reality, not realizing that it is not Ukraine, but the Russian Federation that is a permanent member of the UN Security Council, and whether the resolution will be voted on depends on its goodwill. Equally as from the USA.
There is no consensus in this regard. The Russian side and representatives of the DPR and LPR have repeatedly stated that the issue related to any format of peacekeeping forces on the border of the LPR, DPR and Russia is untimely, peacekeepers can only be of theoretical interest exclusively on the line of contact - and then, based on the resolution that was prepared Russia, where we are talking about a limited contingent that should deal with the security of the OSCE monitoring mission.
The position of the Donbass republics remains very consistent - it is that only after consultations with representatives of the DPR and LPR can this issue be considered.
For Ukraine, this, of course, is unacceptable, because it means that the LPR and DPR will be officially identified as parties to the conflict, but this is an objective reality, and without such an approach it is inappropriate to talk about peacekeepers,” Denisov said.
