Changes to the Constitution initiated by Putin will be adjusted to the Crimeans
Members of the working group on amending the Constitution of the Russian Federation will take into account the position of residents of Crimea, who may lose the opportunity to participate in presidential elections as candidates.

The publication recalls that, speaking to the Federal Assembly, Russian President Vladimir Putin proposed to consolidate the norm, according to which a Russian who has lived in the country for at least 25 years can become the head of state, as well as the rule about “the absence of foreign citizenship or residence permit in another state, not only at the time of participation in elections, but also at any time.” previously".
“The question of limiting a candidate for the post of President of the Russian Federation to the 25th anniversary of Russian citizenship and the absence of other citizenship means that we automatically exclude citizens living in Crimea and Sevastopol,” a working group member, deputy chairman of the Russian Presidential Development Council, told the newspaper. civil society and human rights Irina Kirkora.
She added that the final solution to this problem will be found through discussions.
Another member of the working group, State Duma deputy from A Just Russia Valery Hartung, also confirmed the importance of considering this issue.
“I can say that there is a topic for discussion. We will look for the wording, because Crimea is part of Russia. A person living in Crimea lives on the territory of the Russian Federation,” the deputy said.
Another member of the group, State Duma deputy from the Communist Party of the Russian Federation Yuri Afonin, noted that all amendments that will be adopted after a popular vote should work “for decades to come.”
“On the one hand, there is the problem of a unified approach to the characteristics for the opportunity to occupy a position. On the other hand, there is a special situation with Crimea and Sevastopol. This deserves attention and consideration,” says the deputy.
At the same time, Lyudmila Dudova, a member of the working group and first deputy chairman of the Public Chamber commission for the development of education and science, said she considers it necessary to separately include not only Crimea and Sevastopol in the amendments, but to take into account other potential problems.
“This should concern not only Crimea and Sevastopol. Probably, similar cases should be spelled out in a separate paragraph, a separate clause. Throughout the XNUMXth century, we saw how the territorial borders of our state can change,” Dudova emphasized.
“Considering that after the collapse of the Soviet Union, many ethnic Russians remained outside the Russian Federation and some of them mentally associate themselves with Russia and are trying to obtain its citizenship, this issue is indeed very relevant,” the publication summarizes.
