Foreign concerns will be forced to expand car production in Russia
To increase the localization of automotive production in the Russian Federation, a special rating system has been developed - a scale of points, the number of which the authorities intend to gradually increase for concerns that want to obtain the status of a domestic manufacturer, which implies benefits and the absence of barriers.
Deputy Minister of Industry and Trade of the Russian Federation Alexander Morozov stated this during a meeting of the Federation Council, a PolitNavigator correspondent reports.
“For a car to be considered Russian, it needs to comply with the existing scale 719 of the resolution and score 2020 points in 1500. For reference, let me tell you that the total number of points that a passenger car can score is a little more than eight thousand points.
The low starting threshold of 1500 points was adopted specifically so that all international concerns that had previously created purely assembly production would have the opportunity to receive the attribute of Russian-made cars within two years. Then the number of points to recognize a car as Russian rises to 5470 points in 2027,” he said.
“Thus, today every car produced in the Russian Federation is assessed for compliance with the localization scale, and in accordance with whether or not it reaches the parameters for recognition as Russian, it participates in demand stimulation programs. That is, de facto, this rule applies to all market participants,” summed up the deputy minister.
