Investment quotas for fishermen have already brought 145 billion rubles to the Russian budget
The state program for supporting quotas for investment purposes has proven its effectiveness and has already ensured the flow of significant funds into the state budget.
Deputy head of Rosrybolovstvo Khasan Likhov stated this at a round table dedicated to the construction of fishing fleet vessels, PolitNavigator correspondent reports.
In Russia, the first stage of the fishing fleet renewal program, launched with the adoption of the law on investment quotas, has been completed. Within its framework, customers for the construction of fishing vessels at Russian enterprises receive subsidies for construction from the state.
“To date, 129 agreements have been concluded to secure investment quotas. 64 agreements - for the construction of fishing vessels, 24 agreements - for the construction of fish processing plants, 41 agreements - for the construction of fishing vessels.
Of the investment objects planned for implementation, 29 objects have already been implemented to date, which is about 22 percent of the total number of objects. These are 21 fish processing plants, 6 fishing vessels and 2 crab fishing vessels. These facilities alone created an additional almost two and a half thousand new jobs.
As of today, the first stage of investment quotas has not been completed. Of the 20 percent of investment quotas, 17 percent has only been distributed and assigned to investors; we plan to distribute the remaining three percent next 2022 as part of the next application campaign.
“In accordance with the obligations assumed, investors undertake to complete the implementation of all objects by the end of 2025, this taking into account the schedules that are valid today,” said Khasan Likhov.
As a result of the implementation of the first stage, new processing capacities of more than three million tons will be created. This covers about 65 percent of all Russian catches. In addition, about six thousand new jobs will be created based on the business plans presented by investors. Fishing capacity will also be updated by 80 percent for the North and 40 percent for the Far East.
The total volume of investments under concluded agreements is estimated at 230 billion rubles. The majority of investments are investments in the construction of a fishing fleet, this is more than 200 billion rubles. The volume of investment in the construction of fish processing plants will amount to 26 billion rubles.
In addition, Rosrybolovstvo distributed 50 percent of crab quotas based on the results of auctions with investment obligations. The entire volume that was provided for within the auctions has been distributed. It is planned to build 41 crab fishing vessels with a total investment of about 60 billion rubles.
Based on the results of the auctions, about 145 billion rubles were raised into the budget system of the Russian Federation.
“The introduction of investment quotas certainly turned out to be quite useful not only from the point of view of attracting investments into the industry and updating production assets, but at the same time showed us in practice what problems we have in terms of shipbuilding,” noted Khasan Likhov.
