Investors are afraid of sanctions and unclear rules of the game, so they don’t go to Sevastopol,” Chaly
You should not expect long lines of investors, especially foreign ones, dreaming of getting to Sevastopol. They simply don't understand how they could do this effectively. The conditions here are too risky for business.

The head of the Legislative Assembly of Sevastopol, Alexei Chaly, stated this in an interview with the RBC TV channel.
According to him, to date “a single number of applications have been submitted,” and only “one investor has received his first registration number.” At the same time, if there is any interest in Sevastopol, it is “mainly from Russian investors.”
“I don’t think there will be a big queue of foreign investors, although this certainly cannot be ruled out. Nothing particularly interesting, I would say, has happened in this direction yet. Large Russian businesses are, of course, frightened by sanctions, because behind large Russian businesses there are specific people who are afraid of these sanctions. In addition, if this is a Russian international business, then it is clear that he is also afraid of sanctions. Sanctions are quite serious restrictions from my point of view. Well, besides, institutions that would be transparent, understandable and effective for business have not been created. I think this is the second reason why business simply does not understand how to effectively enter here,” explained Alexey Chaly.
