“A significant part of the Russian elite has already returned their families from the West. Moreover, it is not even the elite that is returning, but a fairly solid middle class, which at one time left because it was more comfortable to live in the West, not only in the 1990s, but also in the 2000s.
Someone, living in Europe, suffers, and for various reasons. Some because it now turns out that in their specialties they would be more in demand in Russia, the ratio of salaries, prices and utility costs in Russia is now more favorable than in the West,” Ishchenko concluded.
