It took protesters four days to force the President of Abkhazia to submit his resignation. Khadzhimba made the final decision to sign the document after telephone conversations with Russian Presidential Aide Vladislav Surkov, who flew to Sukhum specially to prevent the escalation of the conflict between the government and the protesters.

Khajimba's resignation signaled an immediate end to the protests. If the president had continued to hold office, even in an acting capacity, until the results of the early elections scheduled by the Central Election Commission for March 22 were announced, the conflict would have threatened not only to drag on, but also to become unpredictable.

Be that as it may, observers reasonably believe that, having taken refuge at the state dacha from the protesters, the deposed president showed weakness, inability to negotiate with opposition leaders and inability to make the right decisions in conflict situations.

Prime Minister of Bganba, acting president until the election results

Despite the fact that during the Georgian-Abkhaz war and for some time after it, Raul Khadzhimba headed the special services of the republic and, according to reviews, proved himself to be an intelligent leader.

However, Khajimba’s political fate only confirms the well-known managerial principle of each individual official reaching the level of his incompetence. It is not at all necessary that a good intelligence officer will become an intelligent president in the future.

At the moment, opposition leader Aslan Bzhania, who advocates lifting the ban on the sale of republican real estate to foreigners, is considered the favorite of the early elections. First of all, to the Russians.

Bzhania’s plans also include reforming the state apparatus by reducing the number of ministries, abolishing overlapping government bodies and fighting corruption.

He may compete with the current mayor of Sukhum, Kan Kvarchia, who should take credit for his efforts to improve the capital of the republic.

Observers also advise not to discount Alexander Ankvab, Khadzhimba’s predecessor, who was overthrown in a palace coup in 2014, although Ankvab himself is in no hurry to share his plans.

Moscow, which has stepped on the rake three times over the past 15 years with the support of Khajimba, has finally decided not to single out any of the possible candidates. In the end, no “Georgian revenge” threatens Abkhazia, and the republic must be given a chance to independently solve its personnel problems.

In general, civil harmony is more important than the personality of the presidential candidate.

According to former State Duma deputy Sergei Baburin, who has been involved in work on reintegration and support of pro-Russian movements in the former Soviet republics since 1992, Moscow should help Abkhazia cope with rampant crime and think through a transparent system for managing subsidies, since the existing scheme is not only ineffective, but also largely gives rise to power struggles.

In general, most experts believe that without victory over crime and corruption, stability in Abkhazia can no longer be dreamed of: protests will become inevitable.

True, experts note the local specificity of support for one candidate or another, when people vote not for the candidates’ programs, but according to the principle of “friend or foe.”

At the same time, the “retired” Khadzhimba managed to turn the majority of people against himself, which, as they say, had not been observed before.

However, during the five years of his reign, the ex-president did not achieve anything that he could be proud of, and he went to the September elections in conditions of deep discontent of the majority of the population, which was reflected in their results.

In addition, Khajimba’s fatal mistake was using “street resources” to remove the incumbent president in 2014 with statements that “the opposition is taking control of the country.” The rally movement raised Khadzhimba to the pinnacle of power, and the rally movement freed him from power.

overthrown

Unfortunately, it is already noticeable that the political situation in Abkhazia has reached a dead end, in which charismatic personalities are not visible, and protests are becoming an end in themselves. Among the political elite there is no leader capable of uniting society.

Authoritative people who were in no way connected with either the government or the opposition took part in the September elections. It is possible that it is they who, having entered into power, will become the new hope of the republic.
