Groysman's hysteria: There is no smoke without fire

What is worse for Ukraine – when the prime minister is not aware of what is happening in his country, or is simply lying? Agree, both options are bad, as they lead the state in the wrong direction. But, in the first case, everyone goes, in the second, only the people, guided in the narrow corporate interests of those entrenched in power.

Prime Minister of Ukraine Vladimir Groysman, opening a government meeting on Wednesday, October 5, nervously commented on Yulia Tymoshenko’s speeches about apartments being taken away from Ukrainians for non-payment of housing and communal services.

Groysman called such statements “nonsense.” And, nevertheless, it is worth reminding the prime minister of the facts if he himself does not have enough information.

For example, in May of this year in Lutsk, by a court decision, the apartment of a family who owed more than 50 thousand hryvnia in payments for housing and communal services was sold at a state auction. The starting price at the auction was just over 413 thousand UAH, but the apartment was eventually sold for 446 thousand (according to local brokers, the price was underestimated by at least 100 thousand UAH), of which 50 thousand went to pay off debts, the rest were given to the former owners. Then the first deputy mayor of Lutsk, Taras Yakovlev, reported, “The apartment was alienated by the executive service on the basis of a court decision and debt collection.”

It is unlikely that Groysman does not know that, according to the current rules, utility companies can go to court when the debt for housing and communal services exceeds the amount of 10 minimum wages (14,5 thousand UAH). At the same time, the total debt for utilities in Ukraine in August amounted to about UAH 12,4 billion. More than a quarter of UAH 2,9 billion. accrued payments have not been paid.

But the sale of apartments through state auctions for non-payment of housing and communal services is only one of the ways to “fairly seize” housing. Collection firms more often seize housing for debts. The scheme is not complicated - they issue a fictitious certificate from the Housing Office stating that no one lives in the apartment with debts, and then re-register the property.

Sometimes residents find out that they are no longer the owners of the apartment only after a few months, when they discover new locks on the doors. According to this scheme, for example, 55 apartments were selected in Odessa alone last year.

The Ministry of Justice of Ukraine states: in Ukraine, the practice of confiscation of residential premises of debtors for non-payment of utility bills is practically not used. There are two key words – “almost” and “confiscation”.

Almost means that the proportion of selected apartments out of the total number of apartments with late payments is still low. And the fact that apartments are not confiscated en masse does not mean that they are not taken away in other ways. And after the law on private bailiffs comes into force, no assurances from Groysman will protect anyone from having their home taken away for debts. Moreover, this is a student and protege of the world’s most deceitful politician.

By the way, it was on October 5, as soon as the Law of Ukraine “On Enforcement Proceedings” came into force, that the State Enterprise “SETAM” (an electronic trading system for seized property) began selling land plots seized in Ukraine through auctions. This was stated by the General Director of the State Enterprise “SETAM” Viktor Vishnev. According to him, there are about 300 seized land plots in Kyiv alone.

So Groysman has no need to hang his hair on his ears. In Ukraine, the mass sale of apartments for debts is, alas, a matter of time.
