Results of negotiations in Minsk: The Ukrainian side is again disrupting the implementation of agreements
At the negotiations on the fate of Donbass that resumed in the capital of Belarus after a break in August, the Ukrainian side continued its tactics of delaying and disrupting the implementation of the Minsk agreements.
This follows from the acting response. DPR Foreign Minister Natalya Nikonorova responded to PolitNavigator’s request to comment on the results of today’s round.

“Today we briefly discussed the amnesty and the Steinmeier formula. But the group’s work is greatly complicated by the lack of regulations and recording of previously reached agreements. That is, we start each meeting with a clean slate - the Ukrainian negotiators do not remember, or do not want to remember, at what stage of the negotiations we ended the last time, and what agreements we came to.
On the issue of amnesty, the parties remained at their positions: Ukraine wants to apply the amnesty law of 1996, but we demand a new law, as it should be according to the Package of Measures.
Also, Ukrainian representatives today reported on the fulfillment of the conditions according to the Steinmeier formula, which does not correspond to reality - the current version of the Law on Special Status does not contain the procedure for its entry into force on a permanent basis.
Today we still have not heard an official position from representatives of Kyiv; they again referred to the fact that they are waiting for “their official position” from the Normandy format.
The position of the representatives of the Republics remains clear - there is no alternative to the Minsk format, and the Normandy format cannot replace it - representatives of the Republics participate only in Minsk.
And only productive work of groups is the only possible way to implement the Minsk agreements and resolve the conflict,” Nikonorova said.
