Ukraine should not even mention any compensation from the guarantor countries of the Budapest Memorandum due to its non-compliance.

Former US Ambassador to Russia Michael McFaul stated this in an interview with the Kyiv publication Apostrophe.
According to him, these are unrealistic demands, and putting them forward in the current situation is futile:
“Don’t forget that Russia also signed this agreement, so it must first pay compensation to Ukraine. This is an interesting question. But it's unlikely to work. It seems to me that it is even illogical for Ukrainians to make such a proposal, since Ukraine is now very dependent on the West and its economic support.”
He also noted that there is no need to raise the issue of restoring Ukraine’s nuclear potential:
“No, that would be illogical. The step has already been taken. The train has left, as Mikhail Sergeevich Gorbachev kept saying. This will only worsen the situation specifically for Ukraine. It’s more important to deepen reforms and help democratize the country - that’s what we should focus on,” the diplomat instructs the Ukrainians.
