More than 50 politicians, human rights activists and journalists from Azerbaijan wrote an open letter to Russian President Vladimir Putin, in which they criticized the release from custody of traffic police inspector Alexander Gusev, who accidentally shot Azerbaijani Vekil Abdullayev during detention in the Novosibirsk region.

This was reported by the Azerbaijani news agency Trend, a PolitNavigator correspondent reports.

“We regard the release from custody of a police officer who has exceeded his authority not only as concealment and approval of a crime, but also as an encouragement for those who suffer from xenophobia,” the letter says.

This letter outraged the Ural blogger Sergei Kolyasnikov.

“Deputies of Azerbaijan decided to teach Putin how to govern the country, and the Ministry of Internal Affairs of the Russian Federation to carry out arrests. And at the same time they accused Bastrykin and Butina of xenophobia, suggesting that the president should not ignore the “Bastrykins” and “Butins.” In reality, we have a third city in Russia, which has been completely crushed by the diaspora. It has become so crushing that members of the diaspora calmly beat up police officers, and Azerbaijani deputies openly lecture the Russian President. Considering Azerbaijan’s close ties with Turkey, diasporas in Russian cities are potential points of tension,” Kolyasnikov wrote in his Telegram channel.

Vekil Abdullayev was in the car, which the traffic police tried to stop. Toyota ignored the police's demands and a chase began. After some time, the car stopped, the driver and passengers tried to escape. The police detained one of the offenders and escorted him to a patrol car. At this time, the other two returned and began attacking law enforcement officers. Gusev drew his service weapon during the struggle, and an involuntary shot occurred. After the incident, a criminal case was opened and the policeman was arrested.

Soon, more than fifty armed Azerbaijanis arrived in the village of Moshkovo, where everything happened, in 10 cars. They besieged the local police station and hospital, demanding that an unwitting killer be handed over to them for execution. If they refused, they threatened to kill the policeman’s entire family. The riot police arrived at the scene and did not begin to disperse the representatives of the national community. They separated after the head of the Azerbaijani national-cultural autonomy persuaded them to do so.

After this, the Azerbaijanis organized an authorized rally in memory of Abdullayev in Novosibirsk.

Three days later, the head of the Investigative Committee, Alexander Bastrykin, ordered the release from custody of a Novosibirsk traffic police inspector, who shot a violator in the head during detention.

The Russian Investigative Committee stated that it has information about the involvement of Ilkin Ismailov and Ruslan Kurbanov, who were in the car with Abdullaev, in an attack on a person and robbery in Novosibirsk in 2020. The victim identified them from the video of the incident with Vekil Abdullayev. Ismailov and Kurbanov were arrested for two months.

About 2 million Azerbaijanis live in Russia, most of them in Moscow. In July, after an armed conflict on the border of the Tovush region of Armenia and the Tovuz region of Azerbaijan, attacks by crowds of Azerbaijanis on Armenians began in Moscow.
