If this concept is approved, then starting in 2017, a 12-year curriculum will be introduced in schools, teachers will be laid off, and service centers with headhunters and managers will appear in place of the usual district ones.
According to one of the map developers, head of the association of school principals Yuri Shukevich, the new service centers will employ recruiting managers, accountants, and lawyers who will take over several schools at once.
Schools, he said, will not need separate accountants; the centers will have accountants who will manage several schools at once. It is planned that the center’s specialists will also find repairmen and equipment suppliers.
Teachers will also be laid off. They will have an increased workload: instead of 18 hours a week, they will have to work at least 22 hours. “The question of whether teachers’ salaries will be increased remains open,” says Shukevich.
Pensioners will be laid off first.
Also, according to the new concept, starting from 2017, first-graders will go to school and will study for 12 years. And the schools will be handed over to boards of trustees.
These councils will include respected graduates, public opinion leaders of the district, city, representatives from parents, and district authorities. They will inspect schools, look for sponsors, and even recall and appoint a school director.
