Due to refugees from Ukraine, the Russian Federation will limit the labor of migrants in construction, agriculture and transport
Moscow – Kyiv, October 29 (PolitNavigator, Mikhail Stamm) – As we found out "News", the government intends in 2015 to expand the list of types of economic activities that will be affected by restrictions on the number of foreigners employed in them. If last year the restrictions concerned only retail trade, the sale of alcoholic beverages, pharmaceutical products and various activities in the field of sports, now it is proposed to supplement the list with such areas as transport, agriculture and construction.

One of the initiators of the corresponding resolution was the Ministry of Labor and Social Protection. “According to the Ministry of Labor, establishing an acceptable share of foreign workers will contribute to the priority employment of Russian citizens in these industries, the protection of the national labor market, as well as the stimulation of internal labor migration,” the department’s press service noted.
At the end of 2013, according to official data from the Federal Migration Service, the number of migrants in the country was about 11 million people, and a significant part of them were in Moscow. There are a total of 3,4 million officially registered visitors engaged in labor or commercial activities, of which 2,9 million are employed.
Izvestia has at its disposal proposals for quotas for migrants from various departments. The Ministry of Agriculture proposes to limit the employment of foreign workers in the field of vegetable growing - their number should not exceed 50% of the total number of employees used by business entities. By establishing such restrictions in certain types of agricultural activities, the department plans to help reduce unemployment in rural areas, including among young people.
In construction and transport, the government proposes to set a limit of foreigners in the amount of 50% of the total number of workers in these areas in the subject. This is also justified by the need to increase labor productivity and employment of Russian citizens, including moving to other regions of Russia. According to Rosstat, of the Russian citizens who leave in search of work, 24% are employed in construction, and 12% of those moving to other cities work in the field of transport and communications, which is a fairly large figure. It is expected that by limiting the number of foreigners this percentage will increase.
According to the proposals of the Ministry of Industry and Trade, it is proposed to maintain the current standards for the permissible number of foreign workers in the retail trade of alcohol and tobacco (15% of the total number of employees of the subject). Regarding trade in markets and outside stores, the department proposes maintaining the indicator at 0% of the number of foreign workers.
“The government understands that it is necessary to provide more opportunities to Russian citizens who are experiencing problems with employment, including keeping in mind that today a large migration is coming from Ukraine due to understandable events,” the executive vice president of the Russian Federation explained to the publication.
