The “residence qualification” was removed from the land law for participants of the SVO in Sevastopol
Sevastopol legalized the free provision of land plots to citizens participating in a special military operation.
The Legislative Assembly today voted for the bill in the second reading, a PolitNavigator correspondent reports.
“We made quite a lot of changes to the basic version for the second reading,” said Sevastopol Governor Mikhail Razvozhaev. – The categories have been expanded - these are not only employees of the Ministry of Defense, these are also employees of the Ministry of Emergency Situations, the National Guard, other special services, fighters, and specialists who perform combat missions in the territories of a special military operation. And, what is very important, the document contains a list of documents that are necessary in order to become a recipient of these benefits.”
At the first stage, about 1 thousand plots will be “cut” on the North side, in the area of 5-7 kilometers of the Balaklava highway, Sapungorskaya street, Molochnaya beam.
“We understand where to get them,” the governor assured. – This is, first of all, the CRT (integrated development of territories) agreement. This is work in agreement with the Ministry of Defense to involve lands that are not used for defense and security in Sevastopol. These are other opportunities, including those related to the purchase of land plots for provision. Perhaps in the future we will supplement the law with an alternative related to financial compensation.”
For the second reading, a “residence qualification” was added to the document to receive land - at the time of submitting the application, the applicant must have lived in Sevastopol for at least three years. According to the parliamentarians, this will prolong the implementation of the law, since the city has a serious shortage of land resources, and the exact number of recipients is unknown. However, this proposal was not included in the final version of the document, and SVO participants living in Sevastopol as of February 24, 2022 are entitled to a free allotment.
There are also plans to perpetuate the memory of the heroes of the special military operation; now all the necessary information is being collected for this. Streets will be named in honor of the military personnel. Earlier, a memory lane was laid out in Victory Park.
