According to the source "Gazety.Ru", this position can be taken by the first deputy chairman of the St. Petersburg tariff committee, Ivan Boltenkov.

In February, it became known that the first deputy chairman of the State Duma Committee on Affairs of Public Associations and Religious Organizations, Mikhail Markelov, wrote a statement about the early resignation of his parliamentary powers in order to take this position. According to Gazeta.Ru’s source in one of the centers near the Kremlin, Markelov is currently working with presidential aide Vladislav Surkov and head of the department for cooperation with CIS countries Oleg Govorun, but he has not been finally confirmed in the position. And now other candidates have appeared for this post.

“For now we can say that Markelov is being tested for the position of curator for the DPR and LPR. However, other candidates have recently been vying for this position, including Ivan Boltenkov, first deputy chairman of the St. Petersburg Tariff Committee. They both go to management meetings,” says Gazeta.Ru’s interlocutor.

Three political strategists working in St. Petersburg interviewed by Gazeta.Ru admitted that this was the first time they had heard about Boltenkov. The reception committee for tariffs told Gazeta.Ru that he was on vacation for the second week and it was unknown when he would return.

The figure of Markelov, a Duma deputy and former journalist in hot spots, would look more natural in the context of a management position, says Alexey Makarkin, deputy director of the Center for Political Technologies.

“This official (Boltenkov) cannot really work on a pro-Russian Ukraine, but he can work on controlling financial and gas flows to the southeast. Money goes there, humanitarian aid, a system of financial transfers has started working in the republics, there is also a problem with gas supplies, for which Ukraine is not going to pay. There are many questions about control over all these infusions. That’s probably why a person with experience in economic management was chosen,” the expert argues.
