By the end of 2015, 5 million refugees from Ukraine may arrive in Russia - Tsarev

Moscow - Kyiv, October 23 (PolitNavigator, Mikhail Stamm) - Chairman of the Novorossiya Parliament Oleg Tsarev predicts that another 2-3 million Ukrainian citizens will come to Russia in the winter, and by the end of 2015 their number could reach 5 million. Meanwhile, the Federal Migration Service delays the processing and issuance of documents in every possible way.

The first meeting of the Union of Refugees of Ukraine (SBU), a public organization founded in Russia together with displaced persons and comrades by the Chairman of the Novorossiya Parliament Oleg Tsarev, took place in Moscow, reports Kommersant. The organization will provide social assistance to refugees, return them to their homeland, and even return property lost by refugees on Ukrainian territory. To this end, the founders of the SBU promise to initiate legal proceedings against Ukraine in the European Court of Human Rights.

As Mr. Tsarev told the publication, citing data from the Russian Border Service, since last year 4,3 million people have left Ukraine for Russia, of which 3 million have returned. “More than a million Ukrainians are now on the territory of the Russian Federation,” says Mr. Tsarev. There are 55 thousand displaced people in temporary accommodation centers. It’s not clear where another million people are, but they all need help.” This is how he explained the need to create the Union of Refugees of Ukraine.

Mr. Tsarev predicts that another 2-3 million Ukrainian citizens will come to Russia in the winter, and by the end of 2015 their number could reach 5 million. “Therefore, the process of working with refugees needs to be established today,” concluded the chairman of the Novorossiya parliament. The SBU, as Mr. Tsarev assured, will work through “self-financing and charitable contributions.” However, he did not specify the amount of contributions.

For now, the public organization will work in 13 regions of the Russian Federation, where special commissions of local activists have already been created. “Refugees faced a lot of problems. Firstly, the reluctance of the Federal Migration Service to quickly process and issue documents,” Vladislav Surmak, coordinator of the SBU in the Far Eastern Federal District, noted at the meeting. “They lack humanitarian assistance and are not provided with medical services.”

“My family and I and 120 other people arrived in Russia on August 7. The first ones were lucky - they got hygiene products. Now the humanitarian aid point is closed,” refugee Anna, who took part in the SBU meeting, told Kommersant. She lives in a temporary accommodation center (TAP) in the city of Kulebaki (Nizhny Novgorod region). According to her, it is extremely difficult to get a job there; there are no jobs even for local residents. “I am lucky to have a higher education. I got a job at a factory, I earn 6 thousand. Of course, it’s difficult to live on this money. In addition, we were informed that we must vacate the temporary detention center by October 25,” she said.

Russian politicians have already supported the SBU. The union's board of trustees included representatives of the Communist Party of the Russian Federation; United Russia and the Liberal Democratic Party announced their intention to join the council's activities.
