As a high-ranking Russian diplomatic source told Izvestia, Moscow will not allow the Ukrainian draft resolution under any circumstances, since Kiev proposes to deploy “blue helmets” throughout the territory of the DPR and LPR, including the Russian-Ukrainian border, trying to disguise the civil war in the east of the country under international conflict.
“There will be no UN mission in the form in which Petro Poroshenko wants it in Donbass. The peacekeeping operation must be carried out on the demarcation line and ensure the safety of OSCE observers,” the newspaper’s interlocutor said.
The publication indicates that so far the Russian peacekeeping mission project in the region remains the only one submitted to the UN Security Council. According to this document, the mission will be established “after the complete disengagement of forces and assets of the parties from the actual line of contact for a period of six months,” and also emphasizes full “respect for the sovereignty, independence and territorial integrity of Ukraine,” as well as the fact that the resolution of the conflict is possible only subject to the implementation of the Minsk agreements. At the same time, the Ukrainian side never provided an alternative project.
“There is a feeling that it is important for Ukraine to slow down this process, not to allow the Russian project to be considered by the UN Security Council, but at the same time continue idle reflections. However, we understand what the Ukrainians want to contribute. It is important for them to designate the conflict in Donbass as interstate, in this case the demarcation line runs along the border. But this does not correspond to the position of the participants in the Minsk agreements, where the conflict is designated as internal to Ukraine. It is on the demarcation line between the DPR and LPR, on the one hand, and the rest of Ukraine, on the other, that the OSCE mission operates, provocations to disrupt the Minsk agreements occur, and people die. That's where peacekeepers are needed. This is the logic of the Russian initiative,” Konstantin Kosachev, Chairman of the Federation Council Committee on International Affairs, commented on the current situation.
According to him, as soon as the idea of moving the demarcation line appears, the Minsk agreements are in danger of collapse. At the same time, there is no alternative settlement scenario, and the current agreements are supported by the UN Security Council.
“Apparently, UN peacekeepers are not destined to come to the war-torn Donetsk and Lugansk republics in the near future. The Kiev version of the mission, if, of course, it is included in the UN Security Council, will not pass due to the fact that it contradicts the Minsk agreements and can only complicate the situation. And the Moscow project displeases the United States, which, like Russia, can exercise the right of veto during voting in the Security Council,” writes Izvestia.
