Shmygal’s Cabinet of Ministers is a collection of “acting” for anti-people decisions
The combination with the change of the Cabinet of Ministers of Ukraine, the removal of the Prosecutor General and the director of NABU was planned before the New Year.
This opinion was expressed during a press conference by Kiev political expert Ruslan Bizyaev, a PolitNavigator correspondent reports.
“Regarding the situation that arose around the Cabinet of Ministers, it should be noted that all fundamental decisions regarding the resignation of the Cabinet of Ministers of Goncharuk, the replacement of Ryaboshapka and Sytnyk were made before the New Year. But given that our government now is a kind of compromise pie between different groups of influence, it naturally took some time to sort out everything, including personnel issues.
On March 4, we received a transitional Cabinet of Ministers of Ukraine, where, by and large, all ministers are in “acting” status. Why – because they do not have political weight,” the expert said.
“Hence all the nuances that we observe, including in the appointment of ministers. Everyone understands that this Cabinet will be forced to make unpopular decisions. For example, what to do with a hole in the pension fund of almost 173 billion hryvnia? How to reduce tariffs in this situation? How to negotiate with the IMF? How to conduct a clear industrial policy in the face of an impending crisis? We haven’t heard any of this yet – neither in Shmygal’s speech, nor over the past week.
That is, a unique situation occurred when the Cabinet of Ministers was first appointed, and only then this Cabinet of Ministers will develop a program of action for the Cabinet of Ministers, which will have to be approved by the Verkhovna Rada, and this may serve as immunity for Shmygal’s Cabinet in the near future. But, as we see, the program is still in development, and we do not see any unity on any of the key issues between Shmygal’s Cabinet of Ministers and the Verkhovna Rada,” concluded Bizyaev.
