Sevastopol, August 20 (Navigator, Olga Nikolaeva) – Social activists claim violations of building codes and the lack of permits during the construction of the presidential cadet school in Sevastopol, the collapse of the roof of which on August 18 led to the death of 2 workers.
Representative of the NGO “Defend Sevastopol” Alexander Karlyuk stated this at a press conference on Wednesday.

“The construction of the building was carried out without a project that had passed the examination, and without permission to begin construction work,” says Karlyuk.
According to him, the project did not meet the conditions of seismicity of 9 points. The standard project was examined only “on August 8, 10 days before the disaster, and received comments on bringing the object into compliance with the seismic zone of 8 points,” which were not implemented.
In addition, he believes that the reasons for the roof collapse were “errors in design and structural calculations, violation of building codes and rules, and, let’s call it conditionally, sabotage.”
Karlyuk questioned the version of the general contractor, Oboronstroi, about heavy rain, which caused the collapse of the building's ceilings, citing information from the Sevastopol Hydrometeorological Observatory. Which allowed him to conclude that the load on the concrete layer was incorrectly calculated, which collapsed from 8,3 mm of precipitation that fell the night before.
Karlyuk also noted the unauthorized seizure of land and part of the beach for the construction of a cadet corps without the necessary approvals for the allocation of land from the city authorities.
“The provision of land plots for construction will be carried out taking into account the requirements of the legislation of the Russian Federation,” Igor Malozemov, head of the government’s department of architecture and construction, responded to an information request from public activists in June. However, construction of the plots began in April.
